Fix Total Cost Calculation in Station Funding Report

Calculate totalCost as the sum of all amounts from costEntries

Made "Expense (Site Development)" ledger cell clickable in Cost table with proper styling
Added right-side Drawer that opens on click with employee expense details
Integrated API to fetch approved site development employee expenses
Added loading, empty, and error states in Drawer
Added Close button in Drawer footer (replaced cross icon)
Fixed table column alignment and text overflow issues
Updated Grand Total color in both tables
Fixed Total Cost calculation logic to sum all cost entries dynamically.
